New Mexico has a bitter gaming past. When the IGRA was signed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Amerindian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to create an accord with New Mexico Amerindian bands. When the task force arrived at an agreement with two big local bands a year later, the Governor declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it appeared that American Indian gambling in New Mexico was a certainty. But when the new Governor signed the contract with the Amerindian tribes, anti-gaming groups were able to tie the deal up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the accord, thus denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, signed by the New Mexico government, to get the process moving on a full contract between the Government of New Mexico and its Native bands. A decade had been squandered for gambling in New Mexico, which includes Amerindian casino Bingo.

The non-profit Bingo business has increased from 1999. In that year, New Mexico charity game owners brought in only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Not for profit Bingo earnings have increased steadily since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the operators.

Bingo is clearly popular in New Mexico. All sorts of owners try for a slice of the action. With hope, the politicians are through batting over gaming as a key matter like they did in the 90’s. That is probably wishful thinking.
